WHERE'S BOLTON? Rumors were hot that Bush would send Bolton to the U.N. by recess appointment. Maybe the president doesn't want to roil the waters by making a move that would incite Biden and other Bolton detractors. Truth be told, I have no problem with America not having a U.N. ambassador — it makes a fairly clear statement about the value of the organization.
